About this tender

Transports de Barcelona, SA (TMB) is procuring a framework agreement (Acord Marc) subject to harmonised EU regulation for retreading services for 4,800 tyres of size 275/70 R22.5 and other analogous tyre retreading services for its bus fleet. The contract is classified under CPV 50116500-6 (tyre repair services, including fitting and balancing), is delivered at ES511 (Barcelona), and is a services contract with unit pricing and no price revision planned. The framework agreement has a duration of 4 years, with no extensions foreseen. Modifications of up to 20% of the stated quantity are allowed where consumption increases due to unplanned interventions on the bus fleet or the incorporation of new vehicles into the TMB fleet. Variants are not admitted. No provisional, definitive or complementary guarantees are required. The agreement is a mix of call-off with and without a new competitive tender for subsequent contracts. The procedure is open and ordinary, using electronic submission through a digital envelope system with Sobre A (administrative documentation) opened after the submission deadline and Sobre 3 (automatic evaluation criteria) opened afterwards. Offers may be written in Catalan or Spanish. Contract execution conditions include maintaining the working and social conditions of workers under the applicable collective agreement for the full contract period, and compliance with EU and Spanish data protection law, which is classed as an essential contractual obligation under article 211(1)(f) of LCSP. The lot division was not adopted, with TMB justifying that the services form a single, closely interrelated technical and functional process.

Bidder eligibility

Economic and financial solvency: the annual business volume in the scope of the contract (excluding VAT) must be no less than the estimated annual value of the framework agreement, measured on the best of the last three financial years (or since incorporation if the company was created less than three years ago). Technical and professional solvency: (a) a list of the main tyre retreading services carried out in the last three years, specifically retreads of urban CITY BUS tyres used in urban transport fleets in Spain, identifying clients and volumes; the business volume must be at least 50% of the estimated annual contract value for at least one year of the three required, supported by a responsible declaration broken down by year, amounts, clients and tyre type, plus two certificates of good execution; (b) current homologation for the production of retreaded tyres for motor vehicles and their trailers under UNECE Regulation No. 109; (c) a quality management system, evidenced by a valid certificate such as ISO 9001 or another internationally recognised model, or an own Quality Manual describing quality assurance procedures applicable to the contract, including client management procedures; and official quality control certificates. Bidders must also submit the European Single Procurement Document (DEUC) and, where applicable, the group-of-companies declaration and staffing commitment annex.

How bids are scored

Multiple automatic evaluation criteria totalling 100 points, split as follows: Price, 30 points; and other automatic criteria, 70 points, comprising guaranteed price per km (10 points), technical score (55 points), and the vehicle assigned to goods transport (5 points).
