About this tender

Grand Besançon Métropole (GBM), through its wastewater and drinking-water service (DEA), is procuring laboratory sampling and analysis services for non-domestic effluents (effluents non domestiques, END), general wastewater parameters, and toxicity testing. The service monitors effluents to control dispersed toxic pollution from industrial discharges. The combined network is partly unitary, with storm overflows (déversoirs d'orage), and receives non-domestic effluents. Wastewater treatment plants must meet regulatory requirements for effluent toxicity and global parameter analysis. The procurement is an open adapted-procedure framework agreement (accord-cadre) executed through purchase orders. It is divided into three lots, each awarded separately. Lot 1 covers sampling and analysis of non-domestic effluents. Lot 2 covers analysis of general parameters under time constraints: samples are mostly taken by 11:00, must reach the laboratory within one hour of sampling, and analyses must start the same day. Some Friday sampling must be handled under the same conditions. Lot 3 covers Daphnia magna mobility-inhibition toxicity testing of treatment-plant effluents (expressed in equitox/m3), with an indicative volume of three monthly samples. This lot includes supply of sampling bottles and sample transport. The agreement runs for 48 months and may be renewed under the terms of the specifications. Estimated amounts are indicative and include all renewal periods and options (similar services). The main place of performance is the Doubs department (FRC21), with work located across the GBM perimeter, notably Besançon (25000). The notice includes environmental, review and complementary clauses.

Bidder eligibility

Participation conditions are set out in the Règlement de la Consultation (RC), which is referenced rather than detailed in the notice. This covers: (1) suitability to pursue the professional activity; (2) economic and financial capacity; and (3) technical and professional capacities. Evidence requirements are also in the RC. The notice does not state specific registrations, accreditations, reference contracts or financial thresholds.

How bids are scored

Award criteria are stated as being set out in the RC ("énoncé dans le Rc"). No price/quality split or weightings are given in the notice. The buyer indicates that award may be made without negotiation. Variants are not permitted. Electronic catalogue submissions are prohibited.
