About this tender

Tractament i Selecció de Residus, S.A. (TERSA) is procuring the supply and assembly of textile expansion joints (compensadors tèxtils) installed at its Planta de Valorització Energètica in Sant Adrià del Besòs (Barcelona, ES511). The procedure is an open, simplified, abbreviated tender under the Catalan public procurement framework, with CPV 44163200-2 (piping supplies) as the main code. The contract is a supplies contract (acquisition of goods, with installation included) with unit pricing and no price revision. The contract term is 2 years. Extensions are not foreseen, but modifications are permitted and described in the PCP. Variants are not admitted. The contract is not co-procured, is not an innovation procurement, and is not EU-funded. It is not divided into lots, with the buyer justifying this under Article 99.3.b) of the Spanish public sector procurement law on the grounds that coordinated delivery and installation would be compromised by splitting the work among several contractors. The expansion joint list is provided in Annex 1 and the drawing list in Annex 2 of the technical specifications. Special execution conditions apply: a prohibition on financial operations in tax havens or criminal financial activity, maintenance of the workers' contractual labour conditions for the full term, and compliance with Law 3/2004 on late payment to subcontractors and suppliers, with proof of payment on request and at the end of the service.

Bidder eligibility

Not specified on the notice page. Bidder solvency, classification, and documentary requirements are set out in the Plec de clàusules administratives particulars (CTTE1260 PCP.pdf) and the DEUC, which are not reproduced on this page. The page does note that the Registre electrònic d'empreses licitadores i classificades (RELIC) is available as a reference resource.

How bids are scored

Awards are made on multiple criteria totalling 100 points, all assessed automatically (no subjective judgment criteria, scored 0). Price (proposta econòmica) carries 35 points. The remaining 65 points are split as follows: labour cost (preu mà d'obra) 20 points, response time (termini de resposta) 15 points, delivery time (termini d'entrega) 10 points, service warranty (garantia del servei) 10 points, and supply warranty (garantia del subministrament) 10 points. The price/quality split is therefore 35/65 in favour of non-price criteria.
