About this tender
The Ajuntament de la Vall de Bianya (Girona, Catalonia) is procuring surveillance, control, monitoring and maintenance services for the municipal drinking-water supply system. The contract is a services contract under CPV 65111000-4 (drinking-water distribution), executed in the municipality (NUTS ES512). It is not divided into lots; the file justifies this under art. 99.3.b) LCSP, arguing that splitting the work would hinder technical coordination of the various services. The contract runs for 1 year, with no extensions planned. Unit pricing applies and no price revision is foreseen. The procedure is an ordinary open simplified abbreviated procedure, not harmonised and not EU-funded. The notice allows modifications under art. 204 LCSP, capped at 10% of the award price, in two cases: incorporation of new drinking-water systems resulting from improvement or expansion works on existing installations, and demonstrable extraordinary work caused by system failures or incidents beyond normal levels. Variants are not admitted. Social and environmental conditions apply: a working-conditions prescription and a special environmental execution condition requiring proper waste sorting with traceability documents. No provisional, definitive or supplementary guarantees are required. The tender documents include the administrative clauses (PCAP), technical prescriptions (PPT), the justification memo, the approval resolution, a network description, an insufficiency-of-means report and a self-control protocol. These are not reproduced on the notice page itself.
