About this grant

The ISDE (Investeringssubsidie duurzame energie en energiebesparing) subsidy for monument owners is a Dutch national investment subsidy from RVO that funds sustainability measures in listed heritage homes. Since 1 January 2024 the scheme has been made more accessible for monument owners, with relaxed insulation thresholds and lower minimum glass insulation areas compared with non-monument homes. Eligible owner-occupiers of a monument can receive subsidy for insulation measures including glass, facade, roof, attic, loft floor, floor and ground insulation, as well as for heat pumps, solar water heaters, ventilation systems and connection to a district heating network. Insulation subsidy amounts differ by year of execution (2024 and 2025 rates are published separately), with glass and panel amounts depending on the U-value of the material. A bonus applies for biobased insulation materials and the subsidy doubles when more than one insulation measure is carried out, provided the application is made within 24 months of the first measure. The page sets out specific technical conditions: maximum U-values for glass (5.8 W/m2K from 2026 for monuments), minimum insulated areas, and the requirement that insulating panels and doors be combined with high-efficiency glazing. Applicants must supply address details, a product meldcode from the approved list, an itemised invoice and proof of payment, photographs of completed work, and installer details. A DigiD login is needed to apply, and a decision is expected within eight weeks. Business owners with a monument commercial property are excluded from insulation subsidy under this scheme and are directed to the ISDE for business users. Owners who rent out a monument should apply under the SVOH scheme instead. Monument owners whose registered address is not recognised in the application form can request a status change by emailing the ISDE department.

Eligibility

Applicants must be owner-occupiers of a home that is a monument, registered either as a national monument (rijksmonument), a municipal monument in a municipal heritage register, or a provincial monument in a provincial heritage register. The property may stand alone or be part of a building. Business applicants with a commercial monument property are not eligible for insulation measures under this scheme. Private owners who rent out their monument must use the SVOH scheme for insulation and heating options. Applicants need a DigiD or DigiD app to submit. The scheme applies to the Netherlands.

How it's scored

Applications are assessed on eligibility and compliance rather than competitive scoring. Insulation measures must meet the published U-value and Rd-value thresholds, minimum insulated areas, and product meldcode requirements. Subsidy amounts are calculated per square metre or per measure according to published rates and caps. A decision or response is expected within 8 weeks of submission. No panel or scoring process is described.
