About this grant
The SVOH: Monumentale huurwoningen scheme is a subsidy under the Subsidieregeling Verduurzaming en Onderhoud Huurwoningen (SVOH) that helps landlords of listed (monumentale) rental homes in the Netherlands make them more sustainable. It targets the particular difficulty of improving heritage buildings, where standard measures are often constrained by monument status, and it funds a Duurzaam Monumentenadvies (DuMo-advies), a specialist sustainability advice, as a starting point for choosing measures. The subsidy covers insulation measures (high-efficiency glazing, facade, cavity wall, roof, attic/loft, floor and ground insulation), an energy-efficient ventilation system (CO2-controlled or balanced with heat recovery), and sustainable heat options such as heat pumps and solar boilers that must be new products. Maintenance measures such as replacing outer window or door frames or ventilation boxes are also eligible when combined with an energy-saving measure or heat option. Duurzaam Monumentenadvies subsidies are set at 50% of costs up to fixed caps that depend on the number of homes in the same building. Insulation subsidies are per square metre, with a doubling if more than one insulation measure is carried out within 24 months, and a bio-based material bonus applies for measures from 1 January 2025 onward. Works must be carried out by a company, within the existing thermal envelope, and applications must be submitted before work starts if the amount requested is EUR 25,000 or more. Applications are made through the RVO portal and are open from 1 April 2022 09:00 until 31 December 2029 17:00. Applicants log in with eHerkenning level 2+ (businesses) or DigiD (individuals). Rules differ for works started before 2026, which are covered in separate condition pages.

Eligibility
Applicants must be owners who rent out at least one monumental rental home, meaning a dwelling registered in the rijksmonumentenregister, a gemeentelijk erfgoedregister or a provinciaal erfgoedregister, either as a standalone building or as part of a building. Housing associations (woningbouwcorporaties) are expressly excluded. The homes must be existing, already rented before the measures are carried out, and registered in the BAG with a residential, pitch or berth function. Subdivisions of existing rental homes are possible if the measures were carried out after 1 January 2025. Applicants must not have received or applied for other subsidy for the same activities, with an exception allowing a second glass insulation application within 24 months. Works must be performed by a company, not by the applicant. Dwelling-level thresholds apply: a DuMo-advice must be accompanied by at least one sustainability measure, prepared by an ERM-certified adviser, and be no older than three years at the time of application. Heat pumps and solar boilers must be new, and certain split heat pumps are excluded. Applicants must log in with eHerkenning level 2+ or DigiD. The scheme is administered for the Dutch Ministry of the Interior and Kingdom Relations and applies in the Netherlands.
