About this grant

The Subsidieregeling Verduurzaming en Onderhoud Huurwoningen (SVOH) is a Dutch national subsidy scheme run by RVO that funds landlords to sustainably renovate and maintain existing rental homes. It addresses the need to improve energy performance of the rental housing stock. Eligible measures include insulation and energy-efficient ventilation, sustainable heating options such as heat pumps and solar boilers, maintenance measures such as replacing ventilation boxes and exterior window frames, and a tailored advice (maatwerkadvies) to help landlords choose between measures. Subsidy is available per rental dwelling, up to EUR 15,000 per home when combining insulation or ventilation, maintenance and advice with a heat pump and/or solar boiler, and up to EUR 10,000 when combining measures without a heat pump or solar boiler. Monumental rental dwellings follow separate conditions and amounts. Landlords may also apply at building level for multi-unit buildings where they own and rent out all units, for works carried out after 31 December 2024. Applications are made online via eHerkenning level 2+ for companies or DigiD for private individuals, and a decision is due within 13 weeks. Applicants with subsidy requests of EUR 25,000 or more must apply before works start and request a final determination (vaststelling) within 24 months of the grant decision; smaller requests are applied for within 24 months after works are completed. The scheme is open from 1 April 2022 to 31 December 2029 at 17:00, with a total budget of EUR 152 million, of which about 68 percent remained available as of 30 September 2026.

Eligibility

Applicants must be landlords of one or more existing rental homes, including private landlords, business landlords and institutional investors, and the dwelling must be rented out before the measures are carried out and be registered in the Basisregistratie Adressen en Gebouwen (BAG). Housing corporations (woningbouwcorporaties) are not eligible for SVOH. Owner-landlords in a mixed VvE with at least one owner-occupied home should use the SVVE scheme instead, and building-level applications are only possible where the applicant owns and rents out all dwellings in the building. Applicants must not have already applied for SVOH subsidy when participating in the related survey. Monumental rental homes follow adjusted conditions. Some Groningen and North Drenthe municipalities may combine SVOH with SNN Maatregel 29 where the SVOH grant was issued from 25 April 2023 onward. Applicants must check for grid congestion where electricity use may increase.
