In context
This call is open to small and medium-sized businesses, at scale-up and mature. Funding is a loan. Coverage is read from the notice itself: Netherlands.
The MKB Energiebesparingslening is a no-collateral loan from RVO that finances energy-saving measures at Dutch small and medium-sized businesses, with loans of €10,000 to €250,000 per location. It is aimed at SMEs that want to cut energy use but struggle to obtain financing, with applications open from 1 October 2026 to 11 December 2026.
About this grant
The MKB Energiebesparingslening is a zero-collateral loan from the Netherlands Enterprise Agency (RVO), commissioned by the Ministry of Economic Affairs and Climate, that helps Dutch small and medium-sized enterprises (MKB) finance energy-saving measures. The problem addressed is that energy-saving investments often cost money up front, and some businesses, particularly for smaller amounts, are refused loans by banks or other lenders. The loan lets a business borrow between EUR 10,000 and EUR 250,000 per location, covering up to 100% of the cost of measures on the official measures list (for example insulation, LED lighting or a heat pump). Up to 50% of the loan may be used for additional necessary work such as demolition or pipe adjustments. Interest for the current round is 6.9% per year, fixed for the full term, and the loan is repaid with interest over a maximum of 7 years by monthly direct debit. Early repayment is permitted without penalty. Eligibility requires annual electricity use of at least 10,000 kWh or natural gas equivalent of at least 5,000 m3, and a business established in the Netherlands (including Bonaire, Sint Eustatius and Saba) doing a substantial part of its work there. Applicants must invest in listed measures, start those measures within 18 months of approval, and provide two annual accounts. Companies that are directly or indirectly owned by individuals holding 50% or more of shares must provide personal guarantees (borgstelling) where the business is a BV. Applications are made via eHerkenning level 3 with RVO-diensten authorisation, and complete applications are processed in order of receipt. The current round runs from 1 October 2026 to 11 December 2026 with a total budget of EUR 5,000,000. Around four application rounds are expected in total, with the second expected in March 2027. Recipients must retain documents for at least five years for compliance checks.

Eligibility
Dutch MKB enterprises (small and medium-sized businesses) established in the Netherlands, including businesses on Bonaire, Sint Eustatius and Saba, that use at least 10,000 kWh of electricity or 5,000 m3 of natural gas equivalent per year and do a substantial part of their work in the Netherlands. Newly started companies are not eligible because two annual accounts must be presented. Investments must be in measures on the official MKB Energiebesparingslening measures list, carried out at a location in the Netherlands and started within 18 months of approval. Businesses that are BVs need personal guarantees from owners holding 50% or more of shares. Companies may apply separately for each location.
How it's scored
RVO assesses whether the applicant can repay the loan, primarily by reviewing the two most recent annual accounts and annual energy consumption invoices. Complete applications are handled in order of receipt. Applications that are incomplete are returned for missing documents, and the date the application becomes complete is used for ordering. No scoring or panel process is described.
