About this grant

The ISDE (Investeringssubsidie duurzame energie en energiebesparing) insulation subsidy for homeowners reimburses part of the cost of insulating an existing home in the Netherlands. It covers five insulation types: cavity wall (spouwmuur), facade (gevel), floor and crawl-space floor (vloer and bodem), roof (dak), and attic or loft floor (zolder- of vlieringvloer), plus glass insulation, insulated doors and insulated panels. Subsidy is paid per square metre, with caps on the eligible area for each measure (for example 170 m2 for cavity wall and facade, 130 m2 for floor, crawl-space and attic floor, and 200 m2 for roof). Glass insulation is capped at 45 m2 in total. For 2025 or later, the page lists rates of EUR 5.25/m2 for cavity wall, EUR 20.25/m2 for facade, EUR 3/m2 for crawl-space insulation, EUR 5.50/m2 for floor, EUR 16.25/m2 for roof and EUR 4/m2 for attic floor. Glass rates from 2025 are EUR 25/m2 for HR++, triple or vacuum glass without frames and EUR 111/m2 for triple or vacuum glass in new frames. An extra bonus applies to biobased insulation materials that appear on the meldcode list, and the subsidy amount doubles when a homeowner carries out more than one insulation measure, or combines insulation with a heat pump, solar boiler or heat network connection, provided the next measure is completed within 24 months of the previous one. Ventilation can be subsidised from 2026 when combined with insulation. UF-foam is no longer subsidised from 1 April 2026. Applications must be submitted within 24 months of completing the works, through DigiD. Applicants must supply the meldcode, an invoice and proof of payment showing the installation date, a photo showing the works at the address, the installer's details, and where relevant a frame schedule (kozijnstaat or glasstaat). Works must be carried out by a building or installation company, not by the owner.

Eligibility

Applicants must be homeowners of the dwelling being insulated. The dwelling must have been built before 1 January 2019, or the environmental permit must have been applied for before 1 July 2018. Owners of owner-occupied (koopwoning) homes in the province of Groningen and in the Noord-Drentse municipalities of Aa en Hunze, Noordenveld and Tynaarlo are not eligible for insulation subsidy under ISDE and are directed to SNN Maatregel 29 instead. Subsidy is not available for area added through an extension, new floor, new dormer or a garage attached to the home, nor for demolished and rebuilt sections. Monumental properties qualify under adjusted conditions. The measure must be carried out by a building or installation company, and the owner may not install it personally. Each insulation type can be subsidised only once, except glass insulation, which may be claimed a second time within 24 months of the first.

How it's scored

The page does not describe a competitive scoring or panel process. Eligibility is determined by meeting the technical conditions (minimum area, Rd-value or U-value thresholds, meldcode listing, minimum material thickness, photo and documentation requirements) and by timely submission within 24 months of the works.

About this sector

Energy efficiency funding covers building retrofits, industrial process upgrades, heat recovery, efficient equipment and demand reduction. It arrives as grants for audits and capital works, as support schemes run by agencies and utilities or as public tenders for retrofit and energy services. Applicants usually need a baseline of current energy use and a measured saving.
