About this grant

The Tijdelijke subsidieregeling Maritiem Masterplan 2026 is a temporary Dutch subsidy scheme run by RVO that funds research and demonstration (O&D) projects to decarbonise shipping. It supports the design, development, demonstration and monitoring of technologies on board vessels, covering hydrogen, methanol, ammonia, bio-ethanol energy lines, and carbon capture on board of ships powered by an LNG or methanol energy line. Projects may concern newly built ships or retrofits of existing vessels. The stated aim is to demonstrate that 30 new-build or rebuilt ships can be decarbonised, working towards zero-emission shipping. Applications must be submitted as a collaboration (samenwerkingsverband) of at least two unconnected enterprises, with the lead partner (penvoerder) being a Dutch enterprise or a natural person or legal entity established in the Netherlands. A broad range of entities may participate, including SMEs and research and knowledge institutions. Applicants must provide a project plan, a justified budget, a signed collaboration agreement, and power-of-attorney documents where relevant. Subsidy is provided on a tender basis, ranked by an independent external advisory committee. Rate of support is up to 50% of eligible costs for industrial research, up to 25% for experimental development, and up to 100% for non-economic research by research organisations, with uplifts of 10% for medium-sized and 20% for small enterprises and up to a further 15% where collaboration conditions under the GBER are met. Specific subsidies cover extra costs of methanol, hydrogen, ammonia and bio-ethanol (up to 15%) and demonstration infrastructure (up to 10%). Projects must start within 6 months of award and be completed within 6 years. Ranking criteria favour projects that advance the state of the art, prove energy system reliability, offer greater scalability and earning potential in strategic submarkets, strengthen supply-chain cooperation and Dutch involvement, contribute to the Joint Maritime Digital Platform (DS-JMDP), and support human capital activities.
