About this tender

Thionville Fensch Agglomération (TFA) is procuring the drafting of a Schéma Directeur d'Alimentation en Eau Potable (SDAEP) and a Plan de Gestion de la Sécurité Sanitaire des Eaux (PGSSE). The study is intended to give TFA a comprehensive, homogeneous and forward-looking view of its drinking water service after the merger of the former agglomerations CAPFT and VDF. It covers infrastructure, water resources, structures, networks, management modes and the territory's regulatory constraints. The scope concerns the 12 communes managed directly (régie) or through a délégation de service public (DSP). The contract is structured in one firm tranche and two optional tranches. The firm tranche (TRANCHE FERME) covers the SDAEP and PGSSE, delivered in three phases defined in the cahier des charges. Optional tranche 1 covers analysis of the individual meter fleet (parc de compteurs individuels). Optional tranche 2 covers modelling and analysis of results for the former CAVF territory. The bidder must provide a detailed execution schedule in the offer. The acte d'engagement sets the execution period for each tranche, and the overall schedule must not exceed 19 months (firm tranche + T01 + T02), as detailed in the CCAP. The stated contract duration is 19 months. Services are priced on a fixed-price basis (prix forfaitaires), revisable annually. No financial guarantee clause applies, but an advance payment is provided against a first-demand guarantee. The contract may be subject to a review of execution conditions under articles L.2194-1 1° and R.2194-1 of the Code de la commande publique. The procurement is an open adapted procedure (procédure adaptée ouverte) under CPV 79311000. The contract is not divided into lots, and no variants are permitted. The buyer has indicated that the consultation may proceed to negotiation, and that the award may be made without negotiation.

Bidder eligibility

Bidders must meet the conditions for the three standard categories: (1) suitability to pursue the professional activity, (2) economic and financial capacity, and (3) technical and professional capacity. Evidence requirements and thresholds are set out in the Règlement de la consultation (RC), which is not reproduced in the notice. Candidates must not fall within any of the exclusion cases under the Code de la commande publique. This applies to each member of a group. The notice does not state any specific registrations, certifications, or minimum thresholds.

How bids are scored
