About this tender
Nordhordland og Gulen Interkommunale Renovasjonsselskap IKS (NGIR) is procuring one new electric crawler excavator (beltegravemaskin) and one new electric wheel loader (hjullastar) through an open tender under the Norwegian Public Procurement Act (LOA) and Regulation (FOA), parts I and III. The excavator must have a minimum operating weight of 29 tonnes and the wheel loader a minimum operating weight of 26 tonnes. The scope also includes repair services and optional service agreements (opsjoner på serviceavtale) for both machines. Detailed requirements are set out in the requirements specification (bilag 1), which was not included in the visible text. The procurement is split into two lots. Lot LOT-0001 covers the electric crawler excavator (quantity 1, classified under excavators, electric vehicles, and earth-moving equipment). Lot LOT-0002 covers the electric wheel loader (quantity 1, classified under wheel loaders and heavy motor vehicles). Delivery is at Lindåsvegen 1260, 5956 Hundvin, Vestland, Norway. The estimated contract duration for each lot is 6 months, and the delivery lead time is a bid criterion measured in weeks from signed contract. The procurement is not financed with EU funds and has no reserved participation. Tenderers may submit bids for a maximum of 2 lots, and a single tenderer may be awarded a maximum of 2 lots. Multiple bids are permitted. Electronic catalogues and variants are not allowed. The contract is to be performed without any protected employment programme requirement. Award criteria for each lot are price (50%), quality covering machine function, operator environment, repair response and spare-parts availability, and service agreement scope (20%), delivery time (10%), and climate and environmental measures covering battery capacity, battery lifetime, and 20-80% fast-charge time (20%). Prices are to be stated in NOK excluding VAT. The published text is truncated in the quality criteria for LOT-0002, so the remaining details of that lot's requirements are not visible.
Bidder eligibility
Mandatory selection criterion for both lots: the supplier must be registered in a relevant professional register in the Member State where it is established, as described in Annex XI to Directive 2014/24/EU. Suppliers from certain Member States may need to meet additional requirements under that annex. Exclusion grounds apply under Norwegian and EU rules, including final judgments for corruption, fraud, money laundering or terrorist financing, participation in a criminal organisation, terrorist offences, child labour and human trafficking. They also cover breaches of environmental, labour, and social law, grave professional misconduct, misrepresentation or withholding information, conflicts of interest, prior serious contract breaches, unpaid social security contributions or taxes, and bankruptcy, insolvency, or arrangements with creditors. National exclusion grounds also apply. The ESPD form is referenced for supplier declarations.
