About this tender

The Communauté de Communes du Pays d'Ancenis (COMPA) seeks a single maître d'oeuvre (design and works supervision engineering firm) for the renewal and rehabilitation of wastewater (eaux usées) sanitation networks across its territory. The procurement is a single-award framework agreement (accord-cadre à bons de commande, mono-attributaire) with the possibility of subsequent contracts under article R 2162-3 of the French Public Procurement Code (CCP). The order-based portion covers the operations listed in Annex 4 of the CCTP, drawn from the district sanitation master plan (SDA). Subsequent contracts may cover other related works not listed in Annex 4, since the programme may change for budgetary reasons or with municipal road programmes. The buyer reserves the right to carry out the design work in-house, to use the holder of this framework, or to appoint another design firm for any given operation. The scope targets renewal or rehabilitation of sewers, connections and manholes prioritised for reducing permanent clear-water infiltration, ensuring service continuity, and limiting direct discharges to the natural environment. Occasional sewer renewal works arising from SDA recommendations linked to development or road resurfacing may also be included. The indicative programme includes 12 operations. Mission elements (missions témoins) include AVP, PRO, ACT (full or simplified), VISA, DET and AOR. Complementary missions may be ordered per operation, including sewer connection surveys for individual houses including small collective buildings up to 4 dwellings (MC 1.1), and for commercial premises, craft businesses and public establishments (ERP) (MC 1.2). Each operation is priced as a global lump sum, with provisional fees for the core missions and definitive prices for complementary missions. The framework has a minimum of EUR 10,000 HT and a maximum of EUR 100,000 HT per year, with a consultation range of EUR 20,000 to EUR 200,000 HT. The initial term is 1 year from notification, renewable tacitly once for 1 year, with a total maximum of 2 years. The overall procedure is stated as 24 months. Variants and PSE (prix sans engagement) are not permitted, and no lots are used.

Bidder eligibility

Candidates must submit a letter of candidature (DC1 or equivalent, including the DUME) with the sworn declaration required under article R 2143-3 CCP. Professional, technical and financial capacity must be shown through the DC2 declaration (revised 21/11/2023 or equivalent), listing the main references from the last three years relevant to the subject, with details of services, dates, amounts and public or private clients, along with general human and material resources. Candidates must hold OPQIBI professional qualifications (or equivalent independent certification) for maîtrise d'oeuvre of sanitation systems and structures, and for complex sanitation network studies. Minimum financial capacity: annual turnover for the last financial year (2025) must be at least 1.5 times the maximum annual contract value, i.e. EUR 150,000 HT. For groups, turnover is assessed globally. A declaration of global turnover for the last three financial years is also required. If a candidate is under judicial reorganisation, a copy of the relevant court judgment(s) must be provided. Co-contractors and subcontractors must each provide the same documents. Groups must be joint groupings (groupement conjoint) with a solidary mandatary. Candidates may not submit as an individual candidate and as a group member, nor as a member of several groups, under article R 2142-21 CCP.
