About this tender
The Ajuntament d'Esplugues de Llobregat is procuring a mixed services contract for the maintenance and rental (lease) of water measuring equipment (water meters) at the municipality's water supply points that are owned by the council. The contract covers two services: leasing of the measuring equipment and maintenance of that equipment. It is classified under CPV 50411100-0 (repair and maintenance services of water meters), with a secondary CPV 38421100-3 (water meters). Execution is in Esplugues de Llobregat (ES511). The base tender budget is EUR 40,930.98 excluding VAT (21%), or EUR 49,526.49 including VAT. The estimated total contract value is EUR 94,141.26, which includes the possible extensions and modifications. The contract uses unit prices and has no price revision. It is not financed with EU funds and is not a harmonised (EU-threshold) contract. Lots are not used; the council justifies this under Art. 99.3.b) LCSP because splitting the scope would hinder technical coordination and correct implementation. The initial term is 2 years. The contract can be extended expressly, year by year, for up to two further years. The council also provides for modifications of up to 20% of the award price under Additional Provision 33 of Law 9/2017 (LCSP) if additional services become necessary. Variants are not admitted. Mandatory execution conditions include: maintaining the workers' labour and social conditions under the applicable collective agreement for the whole contract period; keeping temporary staff at no more than 25% of the contractor's workforce; minimising polluting vehicle trips during low-emission or pollution alert episodes, as the council lies within the Barcelona Metropolitan Area low-emission zone; proper management and disposal of waste generated; use of non-polluting, low-consumption materials meeting current sustainability and energy-saving standards; compliance with personal data protection rules (national and EU); and maintaining the improvements offered that were scored as award criteria.
Bidder eligibility
Economic and financial standing: annual turnover (volume of business) equal to or greater than EUR 30,698.24 in the best of the last three financial years before the bid submission date (or according to the company's incorporation or start-of-activity date). Evidence: annual accounts. Technical and professional capacity: at least 2 services of the same nature completed in the last three years, evidenced by certificates issued by public or private clients, of similar or greater scope to the contract object. A service counts as similar if its average annual value exceeds EUR 20,465.49 excluding VAT. Evidence: certificates or declarations of good quality production. Quality assurance: an ISO 9001 quality management system (or equivalent), or being in the process of obtaining it. Evidence: official quality control certificates. Bidders must also submit the European Single Procurement Document (DEUC). Bids may be submitted in Catalan or Spanish.
How bids are scored
