The Countess of Chester Hospital NHS Foundation Trust seeks a development partner to design and implement a Salix-compliant deep geothermal solution for the hospital site. The scope involves investigating and developing a geothermal energy supply through a series of staged development gateways. At the completion of each gateway meeting Salix Public Sector Decarbonisation Scheme (PSDS) grant requirements, the successful tenderer may draw down available PSDS funding to minimize development cost risks. Upon successful completion of all gateways demonstrating commercial viability, the development partner is expected to enter into a long-term Energy Services Agreement (ESA) to own, operate, and maintain the geothermal installation for the contract term (with 7-yearly periodic reviews). The ESA provider may pursue offtake agreements with other users to reduce the energy service cost to the hospital. This procurement forms part of the Trust's net zero statutory requirements strategy, with energy generation and infrastructure already being addressed by a separately-secured partner under the Carbon and Energy Fund framework.
