LEADER is an EU rural development programme run locally by Dinan Agglomération that funds local public and private initiatives advancing ecological transition, such as sustainable food, renewable energy, water protection, circular economy and soft mobility, plus cross-territory cooperation. It targets local actors and projects carried out within the eligible communes of Dinan Agglomération between 2023 and 2027.
About this grant
LEADER is a European programme supporting innovative demonstration projects, studies and operations that revitalise rural territories. On Dinan Agglomération it is managed by a Groupe d'Action Locale (GAL) made up of a LEADER team that helps project holders prepare EU aid applications, and a Comité de programmation of public and private local actors that validates which projects receive EU funding. The 2023-2027 programme is organised around four action sheets: (1) stimulating greater sobriety for the energy and climate transition, including climate awareness and low-carbon mobility practices; (2) producing and consuming locally to reduce territorial dependence, including renewable energy and efficiency, local food supply chains and reuse of waste; (3) preserving and enjoying space and resources more sensibly, including responses to land pressure and residential pathways, adaptation to climate change, and balancing tourist flows; (4) territorial and transnational cooperation, covering exchanges, travel, visits and meetings linked to cooperation projects. The programme funds demonstrator projects, awareness actions and studies. Project holders must submit a project sheet with a detailed budget and file the aid request on the regional AIDEN portal, then present to the programme committee; the Region then instructs the file and signs an agreement. Payment is made after project completion, with an advance possible subject to conditions, following an on-site visit by the LEADER team. Beneficiaries must respect obligations such as the European logo and competitive procurement, and must keep supporting documents for 10 years after the final payment. The implementation period ends on 31 December 2027, with an envelope of 1,656,876 EUR to deploy among local actors. Interested project holders are invited to contact the LEADER team for support. A list of funded projects is announced as forthcoming.
