Statens vegvesen requires approximately 100 parking spaces along E134 Kongsberg–Drammen (estimated 30 spaces) and E18 Drammen–Asker (estimated 70 spaces) for heavy vehicles. Each rest stop (døgnhvileplass) must accommodate a minimum of 15 articulated vehicles and include service facilities with toilets, showers, and charging stations. The buyer reserves the right to adjust distribution between routes based on offered solutions and available land. Bidder eligibility

Bidders must not be in bankruptcy, insolvency, or debt settlement situations. Bidders must not have convictions for corruption, criminal organization participation, fraud, terrorism, money laundering, human trafficking, or child labour within the last five years. Bidders must not have breached environmental, labour, social, or tax obligations. Bidders must not have significant prior contract breaches resulting in termination or sanctions. Bidders must not have conflicts of interest or direct involvement in procurement preparation. Bidders must demonstrate sufficient economic and financial capacity, assessed via Experian Commercial Delphi credit score (minimum: creditworthy rating). Bidders must have technical and professional qualifications including disposal rights to land, evidenced by land registry documentation (Grunnbok) or documentation of property disposition rights, plus a map showing the planned rest stop area.

How bids are scored

Award criteria: Price (60% weighting), Quality K1 – Size of rest stop (10% weighting), Quality K2 – Desired deliverables per specification point 3.3a–b (30% weighting). Climate and environmental requirements are incorporated in the specification rather than as separate award criteria, including asphalt EDP below 60 kg/tonne per NS-EN 15804+A2:2019, electric vehicle charging station establishment, and environmentally friendly cleaning products.
